I beg to enclose herewith an affidavit and itemised

list of losses sustained by me during the sinking of the

U. S. S. "Panay" in the Yangtse river on December 12 1937.

I respectfully ask that you would have transmitted

to the proper Japanese authorities concerned, a demand

for the reimbursement to me of the value of these losses.
